I've owned many forums, but probably only reached a max of about 20 members.
What are your tips to starting up a forum and getting members?

I think the most important aspect of launching a successful forum is having social capital. In my case, my forum started when a bunch of folks were fed up with the administration of a very popular pregnancy and parenting website. I had spent 2.5 years as a member, and then as a moderator for this other website and when I saw changes coming from the owners that I was not a fan of, I set up a site with similar forum topics in the event that others got fed up.
The forum sat vacant for close to a year until enough people finally had enough with the administration. Myself and several other moderators from the original site migrated to the proboards forum I sat up, and 6800 people followed us over the subsequent 3 weeks.
So the short answer is you have to be able to use your network. Build a forum in an area you are an expert in, and create a product that your friends are willing to invest their time into.

I started a Forum 8 months and now have around 1300 members and over 23,000 posts.
What worked for me is Google Webmaster tools and getting popular posts indexed in Google search results. People start searching for search terms and getting links to our posts with similar terms and topics.
Works for me.
